Dr Yousef M. Alhorr, Founding Chairman of the Gulf Organisation for Research & Development (GORD) and Global Carbon Council (GCC), contributed to discussions on mobilising climate finance at the UNCTAD World Investment Forum 2026 in Doha.
Speaking on the opening day of the Forum, alongside representatives from carbon markets, green finance institutions, exchanges and international organisations, Dr Alhorr discussed how carbon markets can support the implementation of the Paris Agreement and create new climate finance opportunities for developing nations. Discussions covered Article 6 implementation, market integrity, transparency, registry interoperability and the participation of developing countries.
Dr Alhorr highlighted that successful carbon markets require appropriate regulatory frameworks, supporting infrastructure and credible standards to enable countries to participate effectively in global markets.
A key focus was building readiness for Article 6 of the Paris Agreement. Through the GCC, efforts are underway to develop Carbon Market Infrastructures (CMIs) that connect national registries and support countries in implementing Article 6. These systems aim to simplify market participation, create investable opportunities and improve access to climate finance.
Dr Alhorr added: “It is important that carbon markets can help mobilize climate finance but there are key aspects of readiness that need to be in place to ensure countries can get involved. These include having a clear regulatory framework, credible standards, interoperable registries and good infrastructure and technical capabilities to ensure projects can be managed. By having a comprehensive carbon market infrastructure we can reduce complexity and increase transparency to enable countries to deliver on their climate ambitions.”
The ninth edition of the World Investment Forum took place in Doha from 25 to 27 October 2026. Hosted by the State of Qatar and organised by UN Trade and Development (UNCTAD), the event brought together governments, investors, businesses, development finance institutions and international organisations to discuss sustainable finance, climate action and technology.
