Qatar has launched a new QR500 (US$137) e-commerce licence covering 194 approved business activities as part of a major expansion of digital services for companies and entrepreneurs.
The new licence allows businesses to establish and operate e-commerce activities entirely online by licensing the website designated for the activity in Qatar.
Applications can also be submitted online, with the Ministry of Commerce and Industry (MOCI) saying the system is designed to simplify requirements for starting digital businesses and help new ventures enter the market.
The new licence forms part of a wider package of new and upgraded digital services announced by MOCI aimed at streamlining business formation, operations and access to government services.
The package includes an updated MOCI website, a revamped Qatar Business Map and an upgraded app providing additional online business services.
The new Qatar Business Map includes search and analytical tools allowing investors and entrepreneurs to examine business activities and establishments, market data and indicators and the geographical distribution of commercial activities.
Businesses can use the platform to research markets and identify potential locations for new ventures.
MOCI has also introduced a digital certificates service through its app. Business owners, auditors and company representatives can use it to obtain eight commonly used certificates and extracts. Users can select the required document, make the payment and receive the certificate digitally.
A new business renewal service allows companies to review their information, complete requirements, submit and track applications and make payments online. The latest measures follow a series of business reforms introduced by MOCI during 2026. These include the Companies Regulatory Record Report and Business Advisory and Establishment Office, as well as the integration of banking services through the One-Stop Platform. Qatar has also modernised its business activity classification system in line with the Unified Classification Guide for Economic Activities across GCC countries.
